There are discrepancies between the government list and MLB's. The gov't list was the source of the leak about Ortiz's alleged steroid use. From the article:
"In a statement released Saturday, Major League Baseball said, "There are more names on the government list (104) than the maximum number of positives that were recorded under the 2003 program (96)."
