I think he's talking about Jed, right?
I think, though I didn’t click through the link, that he’s saying Scutaro is the starting SS, but most teams would love to have a guy like Jed that they could rotate around the positions of the infield and get starters level production from.
Right?
If you read it in context
It sounds like that quote is directed at Lowrie, because of his skills and ability to play the whole infield. He still does say that Scutaro is the starter. But who cares if he starts the year, Lowrie should change that quick.
If Francona had a hand in this,
how do his supporters feel about it?

I feel like its a perfectly justifiable decision and probably the correct move to start the year.
Lowrie, who has been healthy and productive for like two months… ever… shouldn’t just be handed the job based on fans wishcasting him. Scutaro is a more known commodity and a decent player in his own right. They’ll find Lowrie plenty of playing time the way it is and this way we don’t rely on a fairly unreliable player so far.
I think if you’re managing this team you HAVE to start with Scutaro… then If Scutaro ends up scuffling or Lowrie looks ridiculous you can swing the playing time in Lowrie’s favor.
I say this again… if a Yankee prospect had the development pattern of Lowrie and then Yankee fans were as excited about him as people around here are as excited about Lowrie we would be destroying them for it. At this point, no one should feel comfortable projecting what you’re going to get from Lowrie offensively or defensively. If he turns out to be what many of you think he is (and what I hope he is) than he will end up starting in the 2nd half of the season. Breaking camp you have to go with Scutaro, though.
I like Lowrie to play more over the course of the season
But I think Tito is showing Scutaro respect by starting him at SS to begin the season, and because (more importantly) he knows he can get Lowrie playing time at the other three infield spots in April and May. Youk and Pedey are coming back from injuries, and Gonzo’s status as of 04/01 is still unknown at this point. While all three of those guys are competitors and want to play everyday even possibly through aches and pains, I think Tito will try to lighten their load early on by regularly playing Lowrie.
I hope if Lowrie plays even comparable to Scutaro then he gets more playing time since there is a good chance Scutaro is gone after this year if Lowrie plays well enough to start at SS. I don’t really expect Iglesias to be ready next year and I don’t know if Scoot’s option would be picked up unless Jed tanks.

My fervent hope
is that Scutaro gets some playing time in April until Lowrie shows he’s the clearly better player (which he is), and then Scutaro gets a ton of playing time in September as we rest Gonzo and Youk with our playoff spot effectively clinched.

On the 2011 Red Sox, Marco Scutaro is the Golden Mean, the league average player, the scrapper, the heart-warming benchwarmer. Unfortunately, the fact that Scutaro’s time will come at the direct expense of Jed Lowrie isn’t golden – it’s just mean.

it is being able to have only 5 fair territory infielders instead of the normal 6.
the advantage is that we can carry one additional player from a different position .
e.g. 3 catchers instead of 2
or 13 pitchers instead of 12
or 5 OF not including papi (mc & cam) instead of 4
or 2 DH including papi
or 1 sean
5 instead of 6 – (6 = 4 starters, back up middle dude, back up corner bagger)
probably works equally as good no matter who starts at Short – scooter or lowrie

this is what I thought the Sox were thinking and the reasons why they were thinking that way. I have to agree with all of you that Lowrie is probably the better player.
