Jason Bay, Billy Wagner Offered Arbitration By Red Sox
The Red Sox will offer Jason Bay and Billy Wagner arbitration, meaning the Red Sox will receive draft picks if Bay and Wagner sign elsewhere:
Lucchino said that the actual offers may have gone out already, but regardless will be happening by the end of the night.
"I think it'll happen by the end of the day today," Lucchino said, noting that offering arbitration is consistent with the team's strategy of building through the draft.
"We love our draft picks," he said.
No surprises here. There's been talk that Wagner could accept arbitration and come back to the Red Sox, but I think the interest is too high on the reliever for him to accept it. He'll get a good deal somewhere else. Bay, on the other hand, will definitely not accept arbitration.

Curious minds what to know?
Do the Yankees have such strategic team building and maintenance problems, or are money related stresses just not an issue with them?? Sort of puts you in the ultimate drivers seat once you reach the top of the payer foodchain! Kinda nice I would think to be in such a position.

According to Rosenthal The Braves have signed Wagner:
The team reached preliminary agreement Tuesday with free-agent left-hander Billy Wagner on a one-year, $7 million contract with a vesting option for a second season, according to a major-league source.
I need to mention that the Braves’ first-round pick is not protected, as they finished with the 12th-best record last season, so:
The Red Sox offered salary arbitration Tuesday to Wagner, a Type A free agent. If Wagner passes his physical, the Sox will receive the Braves’ first-round pick next season — the 20th overall — plus a supplemental pick between the first and second rounds. Their selection from the Braves could drop to a second rounder if Atlanta signs a higher-ranking Type A free agent, but that is unlikely.
